Measurement of Research Groups by MinCiencias

National Call 957 for Updating and Transition for the Recognition and Measurement of Research, Technological Development, or Innovation Groups and for the Recognition of Researchers of the National System of Science, Technology, and Innovation.

On June 18, 2024, the Ministry of Science, Technology, and Innovation (MinCiencias) launched the new Measurement Call, engaging us as a university community, research teams, and UIS researchers.

The Vice-Rectorship of Research and Extension has created this space to provide all the necessary information and documentation to ensure the participation of the university community in this process.

About the

Call

This call aims to update the information of Research, Technological Development, or Innovation Groups and Colombian Researchers, their activities, and their achievements. The goal is to generate knowledge about the capabilities, strengths, weaknesses, and potential of those who are part of the National Science, Technology, and Innovation System (CTel).

Target Audience:

  • Colombian citizens who have a legal, regulatory, or contractual relationship with Colombian institutions that are part of the National Science, Technology, and Innovation System.
  • Foreign residents in Colombia who have a legal, regulatory, or contractual relationship with Colombian institutions that are part of the National Science, Technology, and Innovation System.
  • Colombian citizens residing abroad (Diaspora) who carry out Science, Technology, and Innovation (CTeI) activities, with a certified CvLAC registered for the call process.
  • Colombian Research, Technological Development, or Innovation Groups endorsed by any institution, entity, or legal person in Colombia that conducts Science, Technology, and Innovation activities.

Aspects

  1. MinCiencias has determined that this Measurement Call is intended for individuals with legal, regulatory, or contractual relationships with Colombian institutions that are part of the National Science, Technology, and Innovation System. Therefore, institutional endorsement will be granted only to researchers contractually affiliated with UIS.
  2. The observation window established for this measurement covers data from January 1, 2019, to December 31, 2023.
  3. The Conceptual Document, from pages 131 to 169, contains the criteria of the Recognition and Measurement Model. These criteria should be carefully reviewed by Research Group leaders and Research Professors.
  4. It is the responsibility of Research Group leaders and Researchers to ensure the accuracy and integrity of the information recorded in GrupLAC and CvLAC, respectively.
  5. The institutional endorsement will be granted by the Vice-Rectorship of Research and Extension through InstituLAC after verifying the accuracy and completeness of the information.
  6. Research Group leaders must have the supporting documents required by the Conceptual Document for the products registered in GrupLAC. It is the responsibility of the Researchers to provide these supporting documents for their proper upload to the designated repositories for each research group.

Research Professors are the holders of CvLAC profiles and are responsible for the accuracy and completeness of the information recorded in the system, as well as the evidence supporting that information. Their responsibilities include:

  1. Updating the CvLAC system with their scientific output according to the measurement criteria, product typologies, and supporting documents outlined in the Conceptual Document. Additionally, they must provide evidence of their work to the Leader of the Research Group to which they belong.

  2. Reviewing the Terms of Reference and the Conceptual Document of National Call 957 of 2024 to ensure compliance with the applicable requirements.

  3. Making their CvLAC profile accessible as specified in the Terms of Reference:

    • All recognized Research Groups and individuals must ensure that the information recorded in GrupLAC and CvLAC is publicly available and subject to social oversight.
    • Profiles of production and group members will be visible, considering that only products within the valid observation window will be included in the calculation of production and collaboration indicators.
  4. Ensuring the accuracy and uniqueness of the information recorded in CvLAC, avoiding duplication of entries.

Research Group Leaders are responsible for ensuring the accuracy of all information recorded in GrupLAC and for directing the participation of their Research Group in National Call 957. Their responsibilities include:

  1. Updating the GrupLAC system with scientific output according to the measurement criteria, product typologies, and supporting documents outlined in the Conceptual Document, which will be subject to evaluation.

  2. Collecting evidence and supporting documentation for all research outputs submitted for evaluation in this Call, ensuring that they are properly registered in GrupLAC.

  3. Reviewing the Terms of Reference and the Conceptual Document of National Call 957 of 2024 to ensure compliance with all applicable requirements, as well as following the Institutional Route to obtain endorsement.

  4. Ensuring the accuracy and uniqueness of the information recorded in GrupLAC, avoiding duplication of entries.

ENDORSEMENT

Institutional Endorsement

The request for institutional endorsement for the research group must be submitted to the Vice-Rectorship of Research and Extension of UIS via email at gestion.grupos@uis.edu.co no later than November 1, 2024, at 5:00 p.m., attaching the following documents:

  1. Informed Consent to participate in the National Call for the Recognition and Measurement of Research, Technological Development, or Innovation Groups and for the Recognition of Researchers of the National Science, Technology, and Innovation System (SNCTel) 2024.

  2. Form “FIN 55 – Request for Institutional Recognition and Research Group Report” (without annexes).

Books and Book Chapters as Research and Training Outputs

The request for certifications must be submitted via institutional email to the Director of Research and Extension (DIEF) of each Faculty, using the appropriate format:

  • For books published by Ediciones UIS – The request must be signed by the Head of the Publications Division.
  • For books published by other publishers – The request must follow the guidelines outlined in Annex 1.

Submission Deadline:
All requests must be sent before October 18, 2024, at 5:00 p.m.

To register the research group, the coordinator must select “Si” (yes) on GrupLAC’s main page in the corresponding section and click the “Enviar” (Submit) button.

 Active members will automatically participate in the call, so they do not need to register individually through their CvLAC.

The terms of reference for the Call specify that it is intended for Colombian citizens or foreign residents in Colombia who have a “legal, regulatory, or contractual relationship with Colombian institutions that are part of the National System of Science, Technology, and Innovation.”

A legal or regulatory relationship means that the individual’s legal connection with the University is based on a legal or regulatory provision that supports it. Meanwhile, a contractual relationship refers to a legal relationship with the University based on a contract.

One of the changes implemented in this call is the inclusion of a differentiated observation window of two (2) additional years (counted from January 1, 2017), applicable to women whose children were born within the observation window of the call (from January 1, 2019, to December 31, 2023).

The institution must certify that the researcher meets the requirement of having become a mother within the observation window. The established certification procedure is published on this microsite.

 This means that the group must link a project to GrupLAC that was in execution between January 1, 2019, and January 31, 2023, with all fields correctly completed.

 Yes. The statistical model for measuring research groups considers, among other aspects, a cohesion indicator and a cooperation indicator. The cohesion indicator refers to co-authorship among members of the same group, while the cooperation indicator measures co-authorship between different groups. In both cases, the calculation is based on co-authorship in products related to New Knowledge and Technological Development and Innovation, which are registered in the researchers’ CvLAC and linked to GrupLAC.

 In this regard, for the correct registration of a product’s co-authors, the individual’s identification number must be entered (so that it directly links to the corresponding CvLAC) or their name exactly as it appears in the co-author’s CvLAC.

The procedure for product certification is published on this microsite. For each type of product, the steps for requesting review and approval by the corresponding authority are detailed, along with the required processing times.

Research projects are a requirement for the existence of Knowledge Social Appropriation products. Without this information, the product in question cannot be validated. Additionally, some Public Science Dissemination products also have this requirement. For more information, please refer to Annex 1: Conceptual Document of the 2024 Research Groups and Researchers Recognition and Measurement Model.

To identify the type of knowledge social appropriation process you need to register, consider the main objective of the project:

  • Strengthening Activities: Focuses on improving a social activity through co-creation between researchers and the community, using scientific and technological knowledge.

  • Scientific and Technological Solutions: Aims to address specific population needs through collaboration between research and the community, ensuring sustainability and replicability.

  • Improvement of Social Practices: Seeks to optimize practices in areas such as education, culture, and community through specific activities and tangible results.

  • Name of the knowledge social appropriation process.
  • Title and code of the research project from which the product is derived.
  • Excerpt from the project document describing the product, including objectives, methodology, and results.
  • Name of the principal investigator and co-investigators.
  • Institution that funded or managed the project.
  • Project start and end dates.
  • Certification issued by the participating entity, depending on the type of process.
  • For Strengthening or Solution of Social Interest Issues: Certification including the product title, objective, description, generated impact, and benefits, signed by the legal representative or institutional leader.
  • For Generation of Public Policy and Regulatory Inputs: Certification with the title of the document used, justification, impact, and achieved scope, also signed by the legal representative or leader.
  • For Strengthening of Productive Chains: Certification detailing the nature of the institution, description of the change, and the impact generated on the productive chain, signed by the legal representative or leader.
  • For Joint Work Between a Science Center and a Research Group: Certification from the Science Center regarding its participation, along with certification from the research group, validated by both parties.

The certification must include information about an alliance established with another entity for the production and/or dissemination of the product. Co-publishing is also considered an alliance; however, it is essential that the certification is signed by at least one of the parties involved in the production and/or dissemination.

 It is not mandatory for students to have a CvLAC to register products related to Human Resource Training in CTeI. The platform includes a person management system that facilitates the registration of tutors, advisors, and mentees in the “Directed Work/Tutoring” module.

 Yes. All information must be verifiable by the assigned Research Center. Additionally, the Vice-Rectorate for Research may request documentation or information at any time to support the existence of any project or product.
